Hasan Tahsini was born in 1811 in a village near Sarandë. After working as tutor to the sons ofthe Minister of Education of the Ottoman Empire, he was sent to the Ottoman school of Paris, where he taught Turkish and religious sciences and was the imam of the Ottoman embassy. Meanwhile he studied mathematics and natural sciences at the University of Paris.

After twelve years of studies he returned to the Ottoman Empire and soon became the first rector of the newly established University of Istanbul, where he also gave lectures on physics, astronomy and psychology. He wrote books on psychology and astronomy and developed a special alphabet for the Albanian language. He died in Istanbul in 1881 and has been regarded as one of the most famous Ottoman scholars of the 19th century.

The monument with his live-sized bust and a stone plate with his name is located at the beach promenade in the center of Sarandë.
