The Security Council is one of the six main organs of the United Nations. The fifteen-member organization is responsible for maintaining international peace and security. Its three main functions are: 1) assisting with peace negotiations and settlements; 2) establishing and overseeing UN peace-keeping forces; and 3) specifying sanctions against recalcitrant States. Additionally, the Security Council participates in the election of new judges to the International Court of Justice and recommends new secretaries-general and new member States for the United Nations.

The chamber itself was a gift to the United Nations from Norway. It was designed by Norwegian architect Arnstein Arneberg with curtains and wallcoverings by Norwegian designer Else Poulsson and a mural by Norwegian artist Per Krohg. The mural symbolically depicted a phoenix rising from the ashes of World War II. In the year 2010, after about 60 years of service, the entire Security Council chamber was torn down to bare concrete and reconstructed. The new chamber had the same design as before but with many infrastructure modernizations.

The stamp was one of twelve designs (along with three souvenir sheets) issued in 2015 to celebrate the 70th anniversary of the United Nations. They all show various images of the New York campus, mainly interior architectural details.
