The city hall is a massive cement building. There is a cement block in front with Corning City Hall on it. This is the style that reminds people of parking garages. It would have been built around the time the old city hall opened as a museum in 1982.

In the 1880s Corning was a railroad town. Corning is known for the Corning Glass Museum and the headquarters of Corning Glass. The downtown is an historic district.

"It is named for Erastus Corning, an Albany financier and railroad executive who was an investor in the company that developed the community. "

Old City Hall (visit link)
"By the late 1960s, the building had begun to deteriorate. In the Flood of 1972, the basement and much of the first floor were submerged and suffered extensive damage. Despite its condition, the old City Hall was placed on the National Register of Historic Places in 1974."
"Corning Glass Works (now Corning Incorporated) bought the building from the City of Corning for $1.00 and paid for the adaptive re-use renovation in order to create appropriate space for the museum collection. Architect John D. Milner developed plans for this renovation, and City Hall reopened as the Rockwell Museum in 1982."
