Detective Kunes has a problem once again: he's lambasted the boyfriend of his ex-wife, and is threatened with dismissal from the police service. His high-ranking (female) boss has a solution for him: "removing" him on an internships in a back-of-beyond borderland region. But there's a fly in the ointment. His real mission is to unravel the two-year old case of the murder of policewoman Wágnerová, the investigation of which has reached an impasse. But the crime rate in the borderlands is one of the highest in the whole country - involving smuggling, drug production, poaching, prostitution and murders. Kunes has to deal with one difficult case after another, and it takes quite some time before he can start doing what he's sent to do, and then he does it in fact by coincidence.

Seriál Rapl se vrací k postave svérázného detektiva Kuneše známého z Cirkusu Bukowsky. Jde o první spin off, tedy prechod postavy z predchozího seriálu do nového díla, v tvorbe Ceské televize. Rapl otevírá trináct nových kriminálních príbehu. „Už pri natácení Cirkusu Bukowsky nás napadlo, že bychom mohli udelat Rapla, ale na rozdíl od predchozí detektivky jsme nechteli jeden prípad, který se line celou sérií, ale naopak trináct uzavrených epizod. Jejich hledání nám šlo prekvapive hladce, ale nápad je oproti realizaci vždy jednodušší,“ ríká kreativní producent Josef Viewegh, v jehož tvurcí producentské skupine seriál vznikl.

Režisérem a scenáristou seriálu je Jan Pachl, pro nejž je Rapl, po Cirkusu Bukowsky, povídkovém televizním cyklu Škoda lásky a dvoudílném snímku Gangster Ka, už ctvrtou spoluprací s producentem Vieweghem a tretí s predstavitelem hlavní role Hynkem Cermákem.„Když jsem zjistil, že je možné Rapla realizovat, mel jsem radost, protože jsem se mohl vrátit k postave majora Kuneše. Velkou roli hrál i fakt, že ho hraje Hynek Cermák, kterého mám moc rád, a utvrdili jsme se, že naše spolupráce mají smysl. Ve chvíli, kdy nekomu píšete roli na telo, je to pro vás mnohem snazší, víc mu vidíte do hlavy, dokážete predpokládat jeho mimiku,“ ríká Jan Pachl a dodává: „Nechteli jsme, aby byl Rapl cernobílý, ale aby se do nej, krome krimi príbehu, dostal i kus z osobního života postav i trocha humoru.“
