The town of Rocky is located in Washita County on U.S. Highway 183, about 90 miles southwest of Oklahoma City. In 1898 John C. Riffle and W.F. Shultz Sr. built a small general store out of roughly laid rock. The local Indians referred to the owner as The Rock Man. That same year when the post office was established, the name Rocky was chosen. (The engraved picture of that Rocky store is shown on another monument in town).

The plaque commemorating this FIRST rock building from which the town is named, is located in a small unnamed park area located on the northwest corner of Main Street (US Highway 183) and N.W. 3rd. The bronze plaque is mounted on a 5 ft. high wall constructed of cut limestone blocks. The bronze plaque was erected by local citizens of Rocky to honor these founders. It reads:

In honor of our early pioneers
and in memory of the first old rock store,
from which Rocky got its name
and Post Office in 1898
