Texas, for all of the "great state" that is thrown around, is still experiencing the effects of Prohibition, despite its ending in 1933. Until very recently, it could be difficult for a brewery or any place in the business of serving alcohol to provide beer-to-go: Lobbyists with briefcases seem to have forgotten that breweries are also in business to produce and sell product, not just to sell product to the conglomerates owned by those lobbyists. In 2019, this changed, and breweries can now sell their own beer for consumption off premise, right from their own facilities. This was also a problem for wineries until a few years ago, as opponents played the "Save the children" card, preying upon fears that someone's teenagers would be pulled out of a car wreck after acquiring and consuming a case of Carménère from the Texas Hill Country.

Before that 2019 change, What's On Tap was one of many beer bars that had the licensing to not only serve beer, but also to fill it from their kegs for off-site consumption, and the common term was and still is "Growler Shop." In addition to your being able to bring in your own growler, they also have a singular canning machine, and they can can up something to go. What's On Tap has thirty six taps available, all rotating, with a few cider options, and with today's craze, even some hard seltzer for those who need bubbles in their water. There are also a few wine selections and some soft drinks, like craft root beer. They're even very good at setting you up with a beer to enjoy as they fill your growler, but the pros will have a few and then take something home later. One nice service they provide in today's digital age is the ability to not only look up on their website what they have on draft, but also to have a good idea as to how much of a given product remains at a specific time. It's a pub atmosphere, nothing fancy, with mostly bar seating and a few tables around the perimeter. They also serve some finger food, but this isn't a place to have a meal. There are a few TVs -- it's usually sports and not mind-numbing politics -- as well as some old fashioned table games to play, and if you need wi-fi, simply ask for the password to their secure Internet connection. There are a few places to plug in along the wall in front of the bar, but you'll want to be careful of stumbling drunks who can't navigate the walkway between your table and the bar stools.
