This metal plaque on a concrete plinth is located to the left (as you are facing the building) of the entrance of the Shawnee City Hall. The concrete plinth is waist high and angled so that the metal plaque can be viewed with ease. It is right along the sidewalk to the entrance, however, it is rather nondescript so it can be easily missed.
