By mid 1898, construction on the first fortifications were completed. Fort Columbia was turned over to Company M, 3rd Artillery. During the next two years, Battery Crenshaw was completed. Three (3 inch) rapid-fire guns were mounted low on the south side of Chinook Point. These guns were used in France during World War I and were never replaced.
