This building was constructed of local rock in 1931. Located near the center of the city, it replaced an earlier structure, located slightly to the west. The spire, on the west side of the building, is of timber and plaster with a sharply peaked, cedar shake roof. The clock has a white face with dark brown hands and employs dark brown roman numerals. There is a white second hand. The outer edge of the clock is a brown ring with short points at each numeral.
