Il est accessible au public (mais non visitable), en tenant bien compte de l'horaire des marées. Il est aussi déconseillé de s'y rendre par grand vent, mais le paysage y est exceptionnel.
La digue Carnot est un ouvrage de 3285 mètres de long, qui protège la rade et le port de Boulogne sur Mer des houles dominantes de secteur Ouest/Sud-Ouest . Sa construction en tronçons a été commencée en 1880 et c'est étalée sur une période de 80 ans. Elle est la propriété de l'Etat pour sa partie coté mer et de la Région pour sa partie coté rade.
Un premier phare sera allumé le 20 décembre 1887, au bout de la digue Carnot, modifié par les allemands pendant la seconde guerre mondiale (construction d'un blockhaus), le second sera reconstruit en 1968. "
