" La grande homogénéité architecturale de cet édifice ne laisse guère deviner qu’il est le résultat d’un siècle d’aménagements. La partie centrale est construite vers de 1830 pour abriter la bibliothèque, la justice de paix et le tribunal de commerce. Une deuxième tranche de travaux est terminée en 1850 pour accueillir le musée.
L’administration communale décide ensuite de s’y installer, ce qui amène un agrandissement aux deux extrémités entre 1850 et 1865. Enfin, un salon de réception est aménagé en 1899, dont les dorures abritent désormais les bureaux de l’état civil.
Son architecture est caractéristique du style néo-classique qui s’y manifeste de diverses façons : harmonie des proportions et symétrie, en particulier avec la mise en valeur de l’entrée et les deux terrasses latérales, utilisation d’éléments empruntés à l’architecture gréco-romaine (pilastres encadrant les ouvertures, frontons au-dessus de l’entrée et des fenêtres), décor sculpté limité à la porte d’entrée auquel s’ajoutent les inscriptions RÉPUBLIQUE FRANCAISE sur la corniche, ainsi que ÉGALITÉ, LIBERTÉ et FRATERNITÉ sur les frontons triangulaires des trois fenêtre centrales du second niveau.
Ce style a été promu par la Monarchie de Juillet (1830-1848) pour apporter de la monumentalité aux édifices publics. En effet, il s’agissait alors de construire des bâtiments pour abriter de nouvelles fonctions (musées, bibliothèque, hôtel de ville…) en répondant à des règles strictes afin de correspondre au statut de l’institution concernée et de marquer son prestige.
