In 1991, the Town of Grand Falls and the Town of Windsor came together to form the Town of Grand Falls-Windsor. Harmsworth Hall is the beautiful home to Town government.

The building has been the Town of Grand Falls' town hall since 1963. It was constructed in 1929 by the Anglo-Newfoundland Development Company which built the pulp and paper mill that was the reason for the town's founding. From 1929 to 1963 Harmsworth Hall served the community as a theatre, playhouse and meeting hall.
The town is still somewhat dependent on the forestry industry for its economic strength but the mill, itself, has been shuttered for about a decade. Of increasing importance are the town's place as a regional hub for shopping and services and a significant distribution centre for the mining and aquaculture industries.
The population of the town is approximately 15,000 people.
