After the Kiel Sailor Uprising, workers' councils or soldiers' councils were formed all over the country, ready to overthrow the ruling aristocracy. In Gotha, on November 8, 1918, the first joint workers' and soldiers' council was founded in Germany. Already on the day of its foundation it demanded the deposition of Duke Carl-Eduard von Sachsen-Coburg and Gotha and invited "the working people in town and country" to a demonstration for November 9, 1918, at 11 o'clock on the main market.
At this "great public people's assembly", the USPD Reichstag and Landtag delegate Wilhelm Bock proclaimed the Duke to be overthrown and deposed and proclaimed the founding of the Free State of Gotha to the cheers of the masses. November 9, 1918 marks the beginning of republican democracy in Gotha. With the assumption of power by the three representatives of the workers and soldiers council a reorganization of the life in Gotha began, already on 14 November the law for introduction of the eight-hour day was passed, it began the preparations for first free elections the victory of the USPD brought.
Historically the only USPD-sole government in Germany ruled in Gotha, the only princely expropriation of Germany was carried out and the eight-hour day was introduced for the first time in Germany. But, all these new and democratic measures radicalized the population, the city government was mostly in vain for compensation, so that in February 1919 troops of the Reichswehr marched into Gotha.
