This Silsby was built in 1878 for the Ocean City, NJ fire department. It continued in use to the 1950's. Originally horse drawn, the boiler uses a large amount of coal but that was considered a fair tradeoff for coming up to pressure in about 5 minutes. That's a critical feature in a fire emergency.
