From an information panel on site:
M 151A2 MUTT with TOW Missile Trainer
This military Unit Tactical Truck, or MUTT, carries a special target board for training the operators of the TOW anti-tank missile system.
The TOW (tube launched, optically tracked, wire-guided) missile is guided to its target by signals transmitted along a wire that spools out from the missile to the firing team. When driven along in the back of the MUTT, the board provided a moving target for simulated missile firings and helped evaluate TOW gunner's skills.
From the Canadian War Museum Website:
"Military Unit Tactical Trucks, or "Mutts", replaced Second World War Jeeps in Canadian service in the 1960s. They performed the same light cargo, passenger, scouting, and towing duties, and are still sometimes called Jeeps. This one, made by Ford Motor Company of Canada in 1970, carries a missile launcher."
