This prominent clock tower stands in the small Scottish town of Dollar at the southern foot of the Ochil Hills in Clackmannanshire in central Scotland. It was erected to commemorate the memory of William Spence, a general practitioner who practised in the town for 23 years.

The memorial takes the form of a pillar in granite blocks, around 18 foot tall, with a clock face in all four sides near the top. The four clock faces are identical, white with black hands and black roman numerals, all in working order. An inscription facing the street on the south face reads as follows:

'IN MEMORY OF

WILLIAM SPENCE, M.B.C.M.

BORN 1861 - DIED 1910

FOR 23 YEARS HE PRACTISED IN THIS PLACE, AND BY HIS SKILL AND KINDNESS OF HEART ENDEARED HIMSELF TO ALL CLASSES IN THE COMMUNITY FAR AND NEAR

THIS MONUMENT IS ERECTED BY HIS PATIENTS AND FRIENDS'

The tower is situated on the east side of the town centre, on the north side of the main A91 Bridge Street, at the bridge over the Kelly Burn.
