Le garage First stop et la station-service du Leclerc, à Amboise, vont-ils traverser la rocade et être délocalisés de l’autre côté du rond-point de la RD 31, juste en face du centre commercial de la Verrerie ?
C’est en tout cas le projet de l’hypermarché. Le patron aimerait acheter le terrain de l’ancien dépôt du service des routes du Département, pour y reconstruire l’ensemble de ce pôle auto, qui comporte également une station de lavage et un service de location de véhicules. (*)
La révision du PLU ne fait pas l’unanimité
Ce transfert permettrait au Leclerc d’agrandir sensiblement son parking, jugé trop exigu actuellement : « Les week-ends, on manque de place, c’est net. Cela a commencé il y a environ dix ans et cela s’amplifie », indique la direction de l’hypermarché.
Si ce transfert se concrétise, l’espace libéré pourrait permettre d’aménager 180 places de stationnement supplémentaires. Actuellement, le parking en compte 550.
Or, ce projet nécessite de réviser le plan local d’urbanisme (PLU) d’Amboise, puisque la parcelle de 0,97 ha convoitée par Leclerc, actuellement classée en 2AUc, doit être urbanisée.
Ce à quoi s’oppose l’association Nature environnement en Val d’Amboise (Neva), qui l’a fait savoir en joignant un courrier argumenté au dossier de concertation ouvert par Val d’Amboise, en octobre.
En substance, les adhérents de Neva considèrent que ce projet « est la porte ouverte à l’extension de l’urbanisation au-delà du contournement d’Amboise, au détriment des espaces agricoles ou naturels ».
Lors du dernier conseil communautaire, jeudi 15 novembre, les élus devaient se prononcer sur cette révision allégée du PLU. D’après Val d’Amboise, ce changement ne porte pas atteinte aux orientations du plan d’aménagement et de développement durable (PADD), qui prévoit en effet « de conforter l’offre en commerces et services existants », et mentionne « une possibilité d’extension pour le site de la Verrerie ».
Le maire de Saint-Ouen-les-Vignes, Philippe Deniau, a lancé le débat en rappelant que la commission Urbanisme était défavorable au projet. « Pourquoi pas un pôle auto Leclerc à la Boitardière à la Boitardière, plutôt que de traverser la RD 31 ? »
Christian Guyon, le maire d’Amboise, déplore « l’opposition de principe » visant à ce qu’il n’y ait rien de l’autre côté de la rocade. Car « il s’agit d’améliorer l’entrée de ville », plaide le maire, estimant qu’actuellement, le dépôt de la DDE est « une insulte à la vue ». Et d’ajouter : « Le projet, tel qu’il a été déposé, comporte des exigences fortes demandées à l’aménageur… »
Il n’empêche : six élus se sont abstenus lors du vote de la délibération, et deux autres ont voté contre.

The revision of the PLU is not unanimously accepted
This transfer would allow Leclerc to significantly expand its car park, which is currently considered too small: "On weekends, there is a shortage of space, it's clear. It started about ten years ago and it's getting bigger," says the hypermarket's management.
If this transfer is successful, the freed space could provide 180 additional parking spaces. Currently, there are 550 of them in the car park.
However, this project requires a revision of the Amboise Local Urban Plan (PLU), since the 0.97 ha parcel coveted by Leclerc, currently classified as 2AUc, must be urbanized.
This is opposed by the association Nature environnement en Val d'Amboise (Neva), which has made this known by attaching a letter with arguments to the consultation file opened by Val d'Amboise in October.
In essence, Neva's members consider that this project "is the open door to the extension of urbanization beyond the Amboise bypass, to the detriment of agricultural or natural areas".
At the last Community Council on Thursday, November 15, elected officials were asked to vote on this lightened revision of the PLU. According to Val d'Amboise, this change does not affect the orientations of the Sustainable Development and Development Plan (PADD), which provides for "strengthening the supply of existing shops and services", and mentions "a possibility of extension for the Verrerie site".
The Mayor of Saint-Ouen-les-Vignes, Philippe Deniau, launched the debate by recalling that the Urban Planning Commission was against the project. "Why not a Leclerc car hub at La Boitardière à la Boitardière, rather than crossing the RD 31?"
Christian Guyon, the mayor of Amboise, deplores the "opposition in principle" that there should be nothing on the other side of the ring road. Because "it is a question of improving the entrance to the city", pleads the mayor, considering that currently, the filing of the DDE is "an insult to the sight". He added: "The project, as it has been submitted, contains strong requirements required of the developer..."
Nevertheless, six elected representatives abstained from voting in the deliberation, and two others voted against.
