FR Difficile de parler longuement du SI alors on va parler de la rue où il est implanté

Joseph Athanase Doumer, dit Paul Doumer, est un homme d'État français né le 22 mars 1857 à Aurillac (Cantal) et mort assassiné le 7 mai 1932 à Paris.

Issu d'un milieu modeste, il travaille dès l'âge de douze ans, comme coursier puis ouvrier graveur. En parallèle de ces emplois, il obtient une licence en mathématiques et devient enseignant. Il est également journaliste dans l'Aisne et à Paris.

Entré en politique comme radical, il s'éloigne de la gauche à partir de la fin des années 1890. Il est élu plusieurs fois député entre 1888 et 1910, alternativement pour l'Aisne et l'Yonne. Partisan du colonialisme, il occupe de 1897 à 1902 la fonction de gouverneur général de l'Indochine française, dont il assainit les finances publiques et où il lance d'importants travaux, notamment le Transindochinois et le chemin de fer du Yunnan.

Entre 1895 et 1926, il est ministre des Finances à trois reprises. À ce titre, il porte en 1896 un projet de loi visant à instaurer l'impôt sur le revenu qui se heurte à l'opposition du Sénat, et cherche invariablement à atteindre l'équilibre budgétaire. Élu président de la Chambre des députés en 1905, il se présente sans succès à l'élection présidentielle de 1906 face à Armand Fallières. Battu aux élections législatives de 1910, il se consacre un temps au monde des affaires.

Lors de la Première Guerre mondiale, qui coûte la vie à quatre de ses fils, il dirige le cabinet civil du gouvernement militaire de Paris, puis est nommé ministre d'État et membre du comité de guerre. Ministre des Finances après la victoire alliée, il adopte une attitude intransigeante sur les réparations de guerre dues par l'Allemagne. Sénateur de la Corse à partir de 1912, il devient président du Sénat en 1927. Briguant une nouvelle fois la présidence de la République en 1931, il l'emporte sur le républicain-socialiste Aristide Briand grâce au soutien du centre et de la droite.

En tant que chef de l'État, il se montre partisan d'un renforcement de la puissance militaire française, appelle à l'unité nationale, et critique l'attitude des partis politiques. Moins d'un an après le début de son septennat, alors qu'il inaugure un salon d'écrivains anciens combattants, il est assassiné par Paul Gorgulov, un immigré soviétique aux motivations confuses.

Finalement, renommer la rue du Trésor par la Rue Paul Doumer ... ça a du sens !

Joseph Athanase Doumer, known as Paul Doumer, is a French statesman born on 22 March 1857 in Aurillac (Cantal) and murdered on 7 May 1932 in Paris.

Coming from a modest background, he worked from the age of twelve, as a courier and then as an engraver. In parallel with these jobs, he obtained a degree in mathematics and became a teacher. He is also a journalist in Aisne and Paris.

Entering politics as a radical, he moved away from the left from the late 1890s. He was elected several times as a deputy between 1888 and 1910, alternately for the Aisne and Yonne regions. A supporter of colonialism, from 1897 to 1902 he served as Governor General of French Indochina, cleaning up its public finances and launching major works, notably the Transindochinois and the Yunnan railway.

Between 1895 and 1926, he was Minister of Finance three times. As such, in 1896 he introduced a bill to introduce income tax, which met with opposition from the Senate, and invariably sought to achieve a balanced budget. Elected President of the Chamber of Deputies in 1905, he ran unsuccessfully in the 1906 presidential election against Armand Fallières. Beaten in the 1910 parliamentary elections, he devoted some time to the business world.

During the First World War, which cost the lives of four of his sons, he headed the civilian cabinet of the Paris military government, then was appointed Minister of State and member of the war committee. Minister of Finance after the Allied victory, he adopted an uncompromising attitude towards the war reparations due by Germany. Senator of Corsica from 1912, he became President of the Senate in 1927. Once again running for President of the Republic in 1931, he defeated the Republican-Socialist Aristide Briand thanks to the support of the centre and the right.

As head of state, he is in favour of strengthening French military power, calling for national unity and criticising the attitude of political parties. Less than a year after the beginning of his seven-year term, when he opened a salon for veteran writers, he was murdered by Paul Gorgulov, a Soviet immigrant with confused motivations.

Finally, renaming rue du Trésor by Rue Paul Doumer... it makes sense!
