The Justice Department had camp XII Dalum completed in May 1939 for a total of 1,500 prisoners in order to expand the system of the Emsland prison camps from seven to fifteen camps and to be able to use more prisoners for moorland cultivation. The camp was not occupied by convicts until the beginning of the Second World War.

After the beginning of the war in September 1939, the Wehrmacht took over the camp as a prisoner-of-war camp and assigned it as a branch camp to the prisoners of war crew camp VI C Bathorn. In the first phase of the war, it mainly served as a transit camp. After the German attack on the Soviet Union, the Wehrmacht occupied the camp with Soviet prisoners of war. In September 1941, 4,100 Soviet soldiers were held in Dalum.
The Soviet prisoners of war were initially used primarily for cultivation, but after 1941 used exclusively in agriculture and commercial enterprises. The National Socialist racial ideology led to a ruthless treatment of Soviet prisoners of war. The hard labor forced, in connection with poor nutrition, inadequate housing and the bullying of the guards, countless victims.
In 1942, the Luftwaffe took over the camp as a depot of equipment. In January 1945, the SS established the camp Dalum as an external camp of the Neuengamme concentration camp (near Hamburg). The concentration camp inmates had to create defensive positions in the winter of 1944/45. Hundreds of prisoners died as a result of inadequate nutrition, clothing and housing during hard work. In March 1945, the SS transported the concentration camp prisoners before the advancing Allied troops on Cloppenburg back towards Neuengamme.

On the war cemetery Dalum (See Waymark: (visit link) ) rest 8,000 to 16,000 unknown Soviet prisoners of war in mass graves. In addition, 38 names known persons from the Soviet Union, a known by name Italians and nine unknown prisoners of war have been buried in individual graves.
