Die Partnerschaft mit Sumy basiert auf langjährigen wirtschaftlichen Beziehungen, insbesondere auf dem Gebiet der Erdölzulieferindustrie.
Die Partnerschaft wurde am 17.01.1990 offiziell in Celle begründet. In der seinerzeit geschlossenen Vereinbarung streben beide Städte einen Gedanken- und Erfahrungsaustausch, insbesondere im Bereich der Kultur, des Schulwesens, des Sports, der Touristik, des Gesundheitswesens, des Umweltschutzes und allgemein zwischen den Menschen, vor allem der Jugendlichen und Schüler an.
Seit 1990 haben neben dem Schüleraustausch u.a. diverse Sportlerbegegnungen, Kunstausstellungen und auf kulinarischem Gebiet ukrainische Wochen stattgefunden. Neben Hospitationen von Ärzten/Zahnärzten und Tierärzten wurden Praktika für Studenten der Landwirtschaft aus Sumy veranstaltet. Zwischen den Theatern beider Städte und sozialen Einrichtungen bestehen aktive Kontakte.
Sumy ist heute ein modernes Verwaltungszentrum und Sitz einer Universität sowie weiterer Hochschulen und einer Bankakademie.
Die Stadt ist Standort verschiedener Industriezweige, z.B. des Maschinenbaus, der chemischen Industrie sowie der Lebensmittelproduktion. Es werden Elektronenmikroskope, Kompressoranlagen, Mineraldünger sowie Porzellangeschirr hergestellt. Mit der Geschichte von Sumy, die auch Stadt der Rosen genannt wird, verbinden sich die Schicksale vieler bedeutender Schriftsteller, Maler und Komponisten. Dort lebten und wirkten T.G. Schewtschenko, S.W. Rachmaninow sowie A.P. Tschechow. Am schnellsten ist Sumy erreichbar mit dem Flugzeug von Frankfurt/M. oder Berlin-Schönefeld nach Kiew und von dort mit Bus oder Bahn direkt nach Sumy."
