Im eingebauten Bauernhaus wird das Leben und Arbeiten im niederdeutschen Hallenhaus lebendig dargestellt. Die sich daran anschließende Ausstellung veranschaulicht den Zusammenhang von naturräumlichen Voraussetzungen, Landwirtschaft und Siedlungsstruktur sowie die sich wandelnden Lebensbedingungen der Dorfbewohner der Region. Die Wohn- und Lebenssituationen in der Stadt und die Entwicklung des bürgerlichen Gemeinwesens sind Inhalt eines weiteren, in sich geschlossenen Rundgangs. Perspektiven der Arbeit, die wirtschaftlichen Veränderungen in Stadt und Region und ihre Auswirkungen auf Unternehmer wie Arbeiter werden im Obergeschoss des Museums präsentiert. Im Dachgeschoss dreht sich einerseits alles um die „Entdeckung“ der Heide – durch Literaten und Maler, aber auch um den seit gut 100 Jahren zunehmenden Tourismus in der Region. Andererseits widmet sich das Museum hier einem bislang selten gezeigten Thema: der Migration. Anhand von drei für die Region bedeutenden Migrantengruppen aus drei Jahrhunderten wird verdeutlicht, dass der Verlust von Heimat und das Einfinden in einer zunächst fremden Gesellschaft nicht erst im 20. Jahrhundert die Menschen bewegt haben.
Ein bedeutendes Baudenkmal aus der Entstehungszeit des Museums ist die 1987 restaurierte „Ehrenhalle der Hannoverschen Armee“.
Darüber hinaus zeigt das Museum historische und kulturgeschichtliche Sonderausstellungen sowie Präsentationen moderner Kunst. Weiter sind dem Haus die Eberhard-Schlotter-Stiftung Celle und die Stiftung Miniaturensammlung Tansey angegliedert.
