The former market was built in 1883 but a fire in 1982 destroyed most of the site.
A small section of the outside wall and a clock tower survived the fire. A new market was built nearby in 1984 and the area surrounding this and the clock tower paved over.
Since then a new library has been built around the base of the clock tower.
As well as housing library books the services provided include DVDs, talking books, free internet and e-mail.
The one-stop shop for council services also offers benefit enquiries, council tax enquiries, housing enquiries, general enquiries, bus passes and payment kiosks.
