St Anne's time capsule at St Paul's? A bit of a mystery.

A large stone located in the far back corner of the St Paul's Anglican Church and cemetery property conceals a time capsule and a mystery.
The plaque on the stone reads:
UNDER THIS ROCK IS A
"TIME CAPSULE"
PLACED THIS DAY OCTOBER 21, 2001
BY THE

What is the mystery? For starts, when will the time capsule be opened? And why is it placed at St. Paul's Church, but with no mention of St. Paul's Church. And what of St Anne's Church?
From what I can piece together from online sources, there was a St. Anne's Church in nearby Bewdley. It would seem that the congregation there dates back to 1901, and so they would have celebrated their centennial anniversary in 2001. In 2011, that congregation amalgamated with St Paul's Anglican Church in Perrytown. The St Anne's building in Bewdley was subsequently sold. I suspect that the time capsule was originally placed at St. Anne's in Bewdley, and that it was relocated to Perrytown around the time of the amalgamation.
