This Community Park is located on 9th Street, at the west end of Washington Street. There are playground equipment, and picnic pavilions. On the south side of the park, there are several amusement park rides which are used during the annual Free Fair in August, a fair which has been held for 100 years. The three-day fair has live entertainment, arts & crafts and food booths, games, races and contests, and a parade. On the southwest side of the park is a large rodeo arena which is used during this fair.

In 1989, the park was dedicated to a long-time medical doctor who served the people of Mountain View for 41 years - Dr. J. B. Tolbert. A monument honoring him is located on the park grounds.
