This is a United States Department of Interior - National Park Service pipecap along one of the short trails leading from the Bandelier National Monument visitor center, near White Rock, New Mexico.

The pipecap sticks about 1 foot out of the ground. It's about 1 1/2" in diameter. It is to the edge of one of the short loop trails running from the visitor center. A park ranger surmised that it might be part of a line outlining a water main (see the stamping) from the main park center to a nearby cabin.
