Plaque on top says "This time capsule contains memorabilia depicting view of life in Port Arthur during the bicentennial year of the United States. Nov. 1, 1976"

Plaque on front lists the names of the Mayor and the Councilmen.

Port Arthur News Oct 14, 1976

"Bicentennial Time Capsule to be opened in 2076 is being sponsored by The News and the Greater Port Arthur Chamber of Commerce, and is scheduled to be buried Nov 1 on city hall grounds. Any organization wishing to put something in the capsule should contact the chamber of commerce. The capsule was made by Gulfport Shipbuilding assisted by the C M Broussard Welding School and is basically a 16-inch pipe, 24 inches long with half-inch sides, coated with preservatives."
