Two circles high up i the city hall tower...top one I have no clue...bottom one is the town clock.

This clock is a plain Jane. Black plain rim encircles the white clock face and equipment. The numbers are Arabic and only shown at the 15 minute/quarter hour spots, with a black slash on every other 5 minute/hour slot..
The clock is second from the top in circles on the tower, and is quartered to view with four equal squares of concrete.
