OK, Wikipedia has is sort of right...but follow this.
There was a preliminary meeting in France, but the name of the organization and the document for the charter was developed in St. Louis.
The American Legion was actually founded in St. Louis, Missouri, May 8-10. 1919 --- this monument and eternal flame marks (almost) the spot.

Congress did issue a charter September 16, 1919.
The American Club (and Wikipedia) claim the founding, and rumors say it was founded in France, in a bar in 1918...well, no documents cover that.
