At the base of the white-painted, square, tall Town Clock and Bell Tower is bisected Blue Plaque for the Bicentennial Plaza. The reason behind the delay in the opening is implied in the link below, in that the Town Clock had to be retrieved from its prior location in England, purchased, brought to Australia, restored, and the Clock Tower built in the plaza. The plaque reads:
