I could not find the complex name, but the tower shows the tenants. Pats Apparel, First Class Hair Salon, etc.,

From what I gather this was a family property...an old mill site (pre-Civil War) and a family member built the "mall", rumors say the family member had something to do with the Publishers Clearing House Sweepstakes, but the rent is so high businesses do not last long.
Originally built in the later 1990s.
