Taken from the website, "A fountain with a bronze female figure standing in the center of a circular bronze basin. The female figure holds a sphere of light in her extended proper left hand. In her proper right hand she holds a document. The figure and basin rest on a bronze pedestal that features reliefs depicting early life in Rockville, a transportation crossroads and an agricultural center. Four dates are inscribed on the base: 1774 (citizens met at Owen's Ordinary to protest the actions of the British Parliament); 1776 (Montgomery county was formed); 1860 (Rockville became a city); and 1891 (the current courthouse was built). Below the pedestal is a circular pool with a stone wall containing mist nozzles which operate intermittently."
