While I am not certain, it looks like this Homemade Themed Mailbox is based on a metal 'Esky' - food chiller; but with dual-axle wheels, and a draw-bar added. And, to be sure that you do think that it is a Horse Float, there is a silhouette of a horse on the side of it. Windows have been added to be of a useful height for the carried horses.
Access to the mail is from the hinged roof, and not from the 'tailgate' or ramp, at the back of the 'float'.
