I could not find a plaque with title and artist, and assumed this was a Brother Mel Meyer, S.M. piece. But after further investigation, it is not Bro. Meyers. So, as of now, artist is unknown.
I know the date of the dedication has to be after 1976, because that was when the Farmers Market first opened.

Approaching the market from the small parking lot, we were greeted by a friendly sculpture: an iron farmer painted in green.
