Olhao is a city on the coast in the Algarve region of Portugal and developed originally as a fishing village.
In 1808 Olhao was the first place to rise up against a French invasion in the previous year and this led to the restoration of Portugese power.
The statue shows a water nymph reclining on land holding the Olhao coat of arms. An inscription at the base of the plinth indicates that although Olhao was created from the sea, the hard work of the people of Olhao has turned it into a city on the land.
