When the Roosevelt Dam was first built in 1903 traffic at the site was minimal. It was mainly local traffic or dam specific. The road ran across the top of the dam, requiring two ninety degree turns. That was sufficient for the time but soon became impractical. In the 1990's it was decided that the dam needed to be raised and strengthened. The first step was to construct this separate bridge and remove traffic from the dam structure. The bridge was built in 1992 and remains open to traffic. It is a steel through arch design and is painted light blue so that it will blend into the sky and water rather than becoming the focus of the view over the lake.
