Two murders occur, one in an alleyway in East Vale and one on the moors. Cabbot is despatched to deal with the murder of Karen Drew, a wheelchair bound woman, found on the moors with her throat cut. Cabbot finds out that Karen Drew was actually Lucy Payne, convicted with aiding her husband to abduct and rape 5 women. Payne was attacked and left paralysed by fellow prison inmates.

Banks deals the murder and rape of a young woman, Hayley Daniels, found in a lock up behind a pub. The body was found by shopkeeper Timothy Randall, who cannot account for his whereabouts between going into the alley and discovering the body. It later turns out that Randall had moved the body to give the victim some respect. Unfortunately, before Randalls cover up is revealed, Hayley’s father seeks revenge on Randall and beats him up in an alley.

Hayley had been out on a pub crawl and had been ejected from the pub close to where her body was found. The pub is surrounded by.CCTV, but no one appears on camera. The pub barman is known to not have left the pub until 2:30 on the morning of the murder, arousing Banks suspicions.

A further tragedy occurs when DC Kevin Templeton is found with his throat cut in an alley. He had been trying to protect young women when he was mistook for a rapist by someone anonymous. Cabbot starts to link Kevin and Lucy Payne’s death. The pathologist, Dr Elizabeth Waring, points out to Cabbot that the knives used were different. Cabbot, looking at photographs taken at the crime scene show different wounds to Kevin’s neck when he is at the morgue. Cabbot suspects Dr Waring of foul play.

Things become clearer when a detective from Scarborough comes forward with evidence from an abuse case in Scarborough several years earlier. Several women had been abused and killed, but one survived. The abuser was later found with his throat cut and the surviving victim disappeared>the survivor was a medical student. Cabbot realises this is Dr Waring. She confronts Dr Waring who confesses and then cuts her own throat.

Banks guesses that the pub barman is Hayley’s killer, but can’t work out how he avoided the CCTV cameras. Using false information he gets the barman to make a run for it. The barman has a secret way out of the back of the pub, close to where Hayley was found.
