Taken from the link, "Figure of a second-class boatswain's mate dressed in a pea coat with the collar up stands braced against the wind with both hands tucked in his coat pockets. His duffel bag stands upright on the ground on his proper left next to a mooring post. The sailor and his sea bag are placed in the middle of the Naval Memorial's amphitheater which has a map of the world embedded in its floor. The amphitheater is surrounded by pools and waterfalls, and a wall adorned with 22 relief plaques illustrating naval scenes."
