An early version of the Pennsylvania State Police logo which consists of the Pennsylvania state coat of arms sitting within a keystone rests atop the main entry to the Troop L barracks in Reading. PA.

From the Farmer's Almanac at (visit link)
A keystone is a wedge-shaped piece at the crown of an arch that locks the other pieces in place; it is a stone on which the associated stones depend for support. Geographically, Pennsylvania’s central location along the arch of the 13 original states calls to mind a keystone. Politically, Pennsylvania played a vital role in holding together the states of the newly formed Union.

From the State Symbols website at (visit link)
Based on a 1778 design by Caleb Lownes of Philadelphia, the Pennsylvania coat of arms features a shield crested by an American bald eagle, flanked by horses, and adorned with symbols of Pennsylvania's strengths - a ship carrying state commerce to all parts of the world; a clay-red plow (a symbol of the Pennsylvania's rich natural resources); and three golden sheaves of wheat, representing fertile fields and Pennsylvania's wealth of human thought and action. An olive branch and cornstalk cross limbs beneath - symbols of peace and prosperity. The state motto ("Virtue Liberty and Independence") appears festooned below.
