Solar panel on the antenna indicates to me this information is automatically transmitted to a U.S.G.S. receiving station, or office to compile a continuous reading charts on the rivers fluctuating levels....
I am sure the solar panel also powers the warning siren, when appropriate.
This area has flooded a lot, being right on the river, and Front Street is no more than 6 feet above river edge...
