This is one of many cisterns, and cistern pumps in this part of Missouri. They captured rain water, or in some cases, cisterns were dug to capture ground water seepage. Today these cisterns are no longer to be used, with current health codes they are to have the handles (cranks) removed so they cannot be accidentally used.
