The Fifth Act of Congress established the United States Customs Service on July 31, 1789. In 2003 the US Customs Service was merged into several other related federal agencies to create Customs and Border Protection.

Several weathered plaques are on the outside of this 1861 Classical Revival Building which housed the U.S. Customs Service, a Post Office and the United States District Court for the Eastern District of Texas. One denotes the building as a United States Courthouse and Federal Building, another tells that this facility was designated a Historic Customhouse in October 3, 1974.
