First settled in 1899, the town was called Campbell. A post office named Anna was established in 1900, and then officially established on 2/29/1904 and named Pleasant Valley. The post office remained active until 5/31/1947. Located between Guthrie and Stillwater, south of the Cimarron River, this area was used by drovers moving cattle across the area, because of its good grazing land and access to water. The town was known then as Cowboy Flat.

The town was active in the first three decades of the 20th Century, and had the usual list of businesses: grain elevators, a grist mill, banks, school, churches, grocery, clothing store, hardware, saloon, a 15-room hotel and even had an annual town festival in the 1920's. There was a railroad depot with two trains through town each day. Today, there are a few small houses and the ruins of barns and other buildings.
