The mural depicts two knights on equally armored horses. The knights are carrying jousts and shields. The jousts may be more festive than warrior as ribbons seem to flow from their top.
If you look close you can see a name followed by "94", which tells me it was painted in 1894 when the building was first constructed or in 1984 as an centennial improvement.
