This light is close to the Washington Street Bridge which is now a pedestrian bridge. It is at Conklin Avenue and South Washington Street.

There was actually someone crossing and the lights were flashing yellow.
This area is now part of the Greenway which will connect Riverwalk in Binghamton to the Binghamton University in Vestal.
