"Star and Sea" was created by Allyson Holtz to represent the rich history and character of New London. Her design was inspired by the nautical instruments the quadrant and sextant as expressed by triangularity of the instruments and the shapes of sails. According to contemporary newspaper accounts , the artist "wanted to depict an element of brutality, inherent in technology, and bring something of the sea into it."

The 21' by 25' by 21' sculpture is made of Cor-Ten steel and rests on a concrete platform. It was fabricated by the Thames Valley Steel Corporation and donated on July 10, 1981.
