The sign says, Fort Jay is a reminder that New York's location and commerce have long made it an attractive military target.

The fort-shaped like a star-was built between 1794 and 1809. It rose in a city and nation anxious about threats from France and England. When finished, it became part of a network of harbor forts. This chain of protection would help deter foreign attack on the new nation and rising city."
