Hiram Dutcher (1846-1928) is a grave in front of this monument. His gravestone says C. D. 184 NY Vol. Inf. Since he was a "well known civil war veteran", the soldier on the Dutcher monument is probably for him.

"Eighty-year-old Hirma Dutcher of Oswego, N.Y. clinched the title of the oldest father of the youngest infant in the world when Mrs. Dutcher, who is 34, presented him with an infant son.
Two years ago the same honor was claimed by an Oklahoman. "Just wait till he gets the letter I'm gonna write him," is proud Hiram's only comment."
