From the Penn State Berks website; Dr. Harold W. Perkins served as CEO of Penn State Berks from 1959-1984 and was instrumental in laying the foundation for the campus. He helped the school grow from its small beginnings in the Wyomissing Polytechnic Institute buildings to a new, expanded campus location, where the college stands today.
One of Dr. Perkins dreams was for a clock carillon on the campus. Although he passed away in 2010, his students and associates remembered his wish and built the Frankhouser Clock in 2012. The clock is a square, white faced analog clock atop a stone pillar. There are no numbers, only lines, on this clock which has a black hour and minute hand.
The inscription on the pillar reads "A campus clock tower was for many years a vision and dream of our founding CEO, Dr. Harold Perkins. This clock is made possible by a gift from Paul "PSU Blue Hair" and Yvonne Frankhouser in honor of Dr. Perkins - friend, visionary and fellow Penn State devotee and enthusiast.
