Of the $66,000 spent on the project, the City of Hearne furnished $22,000 for materials and labor and the WPA expended $44.0000. Started in 1939, the project was completed in April of 1941.

J.W. Barretta of San Antonio was consulting engineer, W.J. Barry was WPA superintendent and Lawrence Brady was forman for the city with W.A. Wilkerson serving in the capacity of supervisor for the city.
First unit of the project to be completed, the swimming pool has been most generously patronized. The bathhouse sits adjacent to the main pool.
Also in the park is a clubhouse that is set on a hill with native trees surrounding it.

The clubhouse has a stage, committee room, kitchen, locker rooms and rest rooms.
Picnic tables and barbecue pits are also on the grounds.
There is a sucken garden with flowering plants.
Also in the park is a 9-hole golf course. Water lines have been installed to all the greens so that plenty of moisture is available at all times.
The park caretaker has his home on the grounds, a comfortable cottage that cost the city $1,300.
