Having tried to hunt down one in Sydney, I was happy to find this by accident. It is between the Visitors Information Centre and the Gazebo and the park.
It is just north of the Visitors Information Centre, towards the Pioneer Park. It has the required tools, attached by cables, a bike hanger, and a pump. It is available 24/7. (Unlike the one at Tanunda, that is locked away at night.)
